The Treasury has finished what the old order never attempted. On October 1, Secretary Scott Bessent announced that automatic enrollment for Trump Accounts is complete, placing an investment account in the name of more than sixty million eligible children under eighteen who had none. A parent or guardian must still claim the account before family, employer, or donor money can move, and before a child born between 2025 and 2028 can receive the one-time thousand-dollar seed. The machinery, however, is already in place. What had been an opt-in form that reached barely a tenth of the eligible, and almost none of the poor, is now a standing claim on American equity.
These are not welfare checks dressed up as finance. Under section 530A they are minor versions of the traditional IRA, locked during a growth period that runs through the year the child turns seventeen, and required by statute to sit in a broad index of United States companies, unlevered, with fees held to a tenth of a percent. The default is an S&P 500 fund. Family, friends, and employers may contribute up to five thousand dollars a year in the aggregate, employers limited to twenty-five hundred inside that ceiling; government and charitable deposits sit outside it. Compounded at ordinary equity returns and fed at the maximum, an account opened in infancy can plausibly stand between $170,000 and $300,000 by eighteen. The point is not a windfall. The point is that a child arrives at adulthood already inside the ownership society rather than outside it, petitioning for a place.
For half a century the republic talked about mobility while arranging that capital would accumulate only for those who already had it. The administrative state built transfer programs; it did not build owners. Automatic enrollment reverses that habit without a new bureaucracy of caseworkers. Every eligible child with a Social Security number now has an account waiting to be claimed at TrumpAccounts.gov, and roughly two million newborns will be added each year thereafter. Claiming it is the remaining civic act. A nation that intends to endure does not merely school its young. It gives them a share of the productive order they will be asked to defend.
