For the first time in living memory the arithmetic of the nation has reversed. After a century of net inflows—and after the post-1965 experiment that Christopher Caldwell described as a demographic transformation enacted without the consent of the existing people—the United States in 2025 recorded negative net international migration. Brookings and AEI put the calendar-year figure between roughly ten thousand and three hundred thousand more departures than arrivals; the Center for Immigration Studies, working from the Current Population Survey through mid-2026, finds the foreign-born population down 2.9 million since January 2025 and the illegal stock down some 2.3 million. That is not a statistical wobble. It is the first sustained outflow since the Depression.

The cause is not mysterious. The administration sealed the southern border in fact rather than in press releases: thirteen consecutive months of zero releases into the interior, southwest-border apprehensions collapsed by more than ninety percent from the prior peak, and the parole-and-notice-to-appear machinery that had functioned as a second, unofficial admissions system was shut down. Formal removals rose; more decisive still was the large voluntary exodus once the signal changed from invitation to enforcement. A nation that had spent a generation pretending sovereignty was optional discovered that deterrence works when it is actually applied.

What follows is the restoration of an older American premise: the country is not an abstract labor market or a moral hotel. It is a particular people with a right to decide who joins it. The elite consensus that treated mass low-skill inflows as both inevitable and virtuous has been broken by results, not by rhetoric. The outflow is still gathering speed; the Census Bureau’s own mid-year projections already show net international migration collapsing from 2.7 million in 2024 toward a few hundred thousand. That is what a government looks like when it remembers it has a border and a people to protect.
