Pete Hegseth stood at Quantico on Wednesday and treated the general-officer corps the way a serious republic treats a swollen staff college: as a problem to be reduced. He confirmed that a tenth of the flag and general ranks had already been removed, and that another tenth of the billets would be abolished, a twenty-percent cut to be finished by the first of January 2027. The press calls it a purge. He calls it accountability, and the distinction is the whole argument. The officers who treated civilian control as a suggestion, or who kept the old diversity regime in working order after the order to dismantle it, are no longer in the building. The same speech restored the plain standards of a fighting force. Overweight commanders are out. The transgender experiment is over. The medical and religious shaving waivers that turned a professional military into a grooming dispensary are finished. Hegseth put it in barracks language — no fatties, no trannies, no beardos, no weirdos, no wimps, no radicals, only warriors — because he meant the rule to be understood by the people who have to enforce it. A year after the first Quantico assembly, the services have already ended permanent shaving profiles and put gender-neutral combat standards and twice-yearly fitness tests back on the books.
The second half of the address was not a sermon. It was a building program. Hegseth said he intends to raise a new fortress inside the United States, site still unchosen, and to make the governors compete for it with land measured in the hundreds of thousands of acres. Troops now posted overseas would be brought home to that ground. He also stood up a four-star autonomous-warfare command, the bureaucratic admission that drones and software are no longer accessories to the old geographic commands. Beside that, he named a 120-day effort called Project Meridian, charged with identifying the domains that must be mastered and the weapons that must be fielded, from under the earth to past the moon. The co-leads are Elon Musk, Palmer Luckey, and Newt Gingrich, working under the department’s technology chief, Emil Michael, with a wider bench drawn from industry, the academy, and the policy world. Findings and a plan for testing and fielding are due in four months.
That pairing is the interesting fact. The personnel cuts clear the upper deck of men who learned their trade in the seminar and the waiver mill. The fortress and Meridian are an attempt to give the remainder something harder than another briefing to command. Luckey builds autonomous systems. Musk launches the satellites and the rockets. Gingrich has spent thirty years arguing that the Pentagon’s real enemy is its own process. Whether three civilians with large contracts and large opinions can produce a blueprint rather than a prospectus is the open question, and Hegseth has given them a short clock and a public charge. The location of the base is still a blank on the map. The direction of the force is not.
