Potential troop contributors include Muslim-majority nations such as Indonesia, Azerbaijan, Pakistan, and Turkey, though Israel has voiced opposition to Turkish and Pakistani involvement. Saudi Crown Prince Mohammed bin Salman, whose kingdom is expected to play a major role in financing Gaza’s rebuilding, is scheduled to visit the White House on November 18 to discuss development details and broader regional cooperation.

While hailed by the U.S. and allies as a pathway to prosperity and a conditional route to Palestinian self-determination, the plan has drawn criticism: Hamas rejects any foreign force involved in disarming resistance groups, viewing it as biased toward Israel, and Russian and Chinese diplomats warned it cedes too much control to undefined mechanisms. Israeli Prime Minister Benjamin Netanyahu, despite welcoming the demilitarization aspects, reiterated opposition to outright Palestinian statehood. Implementation remains uncertain amid ongoing challenges, including securing troop commitments and ensuring the ceasefire holds.
