US Rejects UN Migration Compact, Pushes Remigration Over Replacement

Last week, the United States refused to participate in the UN’s International Migration Review Forum, the primary global platform for reviewing implementation of the 2018 Global Compact for Safe, Orderly and Regular Migration. The forum, held May 5–8, 2026, at UN Headquarters in New York, produced a “progress declaration” that the U.S. State Department explicitly declined to support or legitimize.12 This decision builds on the Trump administration’s original 2017 withdrawal from the compact process, citing concerns that it would undermine U.S. sovereignty and immigration enforcement. Officials argued that the intervening years have only reinforced those worries, as UN-related efforts have been seen by critics as promoting frameworks that prioritize migrant flows over national control.

The United States objects to the Global Compact on Migration and what it views as broader UN efforts to facilitate replacement migration into the U.S. and Western allies. In its statement, the State Department accused UN agencies of advocating policies that enable mass migration at the expense of citizens in destination countries, including through support for migration corridors and resistance to deportations. The compact, though non-binding, is criticized by opponents for promoting expansive interpretations of migrant rights and international cooperation that could pressure sovereign states to accept higher inflows. The U.S. position frames this as incompatible with prioritizing border security, domestic labor markets, and cultural cohesion.

Under President Trump, the State Department will instead facilitate remigration—emphasizing the return of individuals who entered or remained in the country unlawfully—rather than replacement migration. This approach aligns with renewed focus on interior enforcement, expedited removals, and cooperation with countries of origin on repatriation. Proponents argue it restores agency to national immigration policy and counters supranational pressures, while critics contend the rhetoric escalates tensions around global migration governance. The stance signals a clear preference for unilateral and bilateral tools over multilateral compacts.
