Blanche: Unarmed Monitors Return; The Old Frauds Will Not.

Attorney General Todd Blanche sat for Fox News Sunday and told the country what the Civil Rights Division has been doing, in one form or another, since the Voting Rights Act era: sending observers to the polls. The department hopes to field a thousand or more of them for the midterms, in every state, not a partisan map of targets, to see that the balloting is carried out legally and fairly. Democratic senators had already converted that announcement into a story of armed agents at the schoolhouse door. Blanche called the armed-agent claim completely false and the surrounding commentary fearmongering. These monitors, he said, are the same sort of monitors every administration has sent. What changed is not the statute. What changed is the willingness to use it.

That distinction is the whole of the quarrel. A poll watcher who cannot make an arrest and does not carry a weapon is a threat only to a process that cannot survive being watched. The old arrangement depended on a Justice Department that treated election administration as a civil-rights pageant and fraud as a myth unfit for serious men. Under that dispensation, the usual methods — ballots of doubtful provenance fed into the count, machines adjusted beyond the view of any party observer, inconvenient votes set aside, whole batches simply mislaid — operated in the shadow of observers who had been trained to look for the wrong offense. The offense they were trained to see was the presence of the observer himself, if he arrived at the request of the wrong party. Continuity of personnel and continuity of statute concealed a discontinuity of purpose.

Blanche’s answer to the press was therefore plainer than the headlines that followed it. Nothing new has been invented. The representatives will not be armed, and they will not menace officials who run an honest election. They will be present, in numbers, on both sides of the old red-and-blue ledger, with a department behind them that has already brought noncitizen-voting cases at a pace the prior administration did not match. For the clerk who counts what is cast, that is an old and ordinary duty of the federal government. For the operator who has spent decades treating the count as a manageable variable, it is the end of a permissive season. The days when blatant fraud could hide behind a corrupt or indifferent watcher are the days Blanche has announced are over.
