In 2023, a Russian fighter jet collided with a U.S. MQ-9 Reaper drone over the Black Sea, illustrating the vulnerability of even advanced surveillance drones to interference. Meanwhile, the U.S. has faced domestic drone-related concerns, such as unauthorized UAVs near critical infrastructure, with the FBI noting an uptick in such incidents over the past decade. Terrorist groups, inspired by Ukraine’s success and motivated by ideological goals, could deploy drones to target civilian centers, energy facilities, or symbolic landmarks, exploiting the difficulty of detecting and intercepting small, low-flying devices.
