On May 21, 2025, Secretary of State Marco Rubio testified before the Senate Foreign Relations Committee, following a contentious hearing the previous day, to address the Trump administration’s foreign policy decisions. Rubio faced sharp criticism from Democratic Senators Chris Van Hollen and Tim Kaine, particularly over the administration’s decision to grant refugee status to 59 white Afrikaners from South Africa while suspending broader refugee programs. Rubio deftly turned the tables on Van Hollen, who had accused him of turning the refugee system into “global apartheid.” Rubio shot back, highlighting Van Hollen’s own trip to El Salvador to meet Kilmar Abrego Garcia—a man Rubio claimed was a gang member and human trafficker—sarcastically noting, “We deported gang members, including the one you had a margarita with.” Van Hollen, flustered by the accusation and unable to substantiate his defense, was left visibly shaken as Rubio dismissed his criticisms as “unsubstantiated,” exposing the senator’s lack of concrete evidence.
 


Tim Kaine, who had previously challenged Rubio on the Afrikaner refugee decision, escalated his rhetoric by accusing the administration of racial bias, implying the policy favored white refugees over others. Rubio countered Kaine’s claim with a sharp rebuke, stating, “You’re the one talking about the color of their skin, not me,” flipping the narrative to portray Kaine as the one obsessed with race. Kaine’s history of advocating for policies that some conservative critics on X have labeled as “anti-white”—such as his support for DEI initiatives that prioritize minority groups—made Rubio’s retort particularly stinging. Rubio further undermined Kaine by defending the administration’s stance, arguing that the U.S. has the right to prioritize refugees based on national interest, not arbitrary racial quotas, leaving Kaine’s argument appearing hollow and ideologically driven.
 


The hearing showcased Rubio’s ability to navigate hostile questioning with pointed counterattacks, leveraging his long tenure in the Senate to outmaneuver his former colleagues. While Van Hollen was left scrambling to defend his actions in El Salvador, Kaine’s accusations of racial bias were turned against him, painting him as the one with a racial agenda. Rubio’s performance was lauded by Republican allies like Committee Chairman Jim Risch, who praised his command of the issues, while Democrats were left reeling from the exchanges. The testimony highlighted the deep partisan divide on foreign policy, with Rubio emerging as a formidable defender of Trump’s agenda, even as critics on X questioned whether his sharp rhetoric might further inflame international tensions over the refugee policy.
