Twenty-five years after the towers fell, George W. Bush sat once more in Dallas and congratulated himself for having told the country that Islam was “a religion of peace.” The remark, first delivered six days after the attacks while bodies were still being recovered, was repeated as if time had ratified it. Time has done the opposite. The wars that followed consumed thousands of American lives and trillions of dollars in an effort to manage an ideology whose sacred texts, jurisprudence, and historical practice treat conquest, dhimmitude, and the division of the world into the house of Islam and the house of war as features, not bugs. Meanwhile the demographic sequel arrived at home: a large and growing Muslim presence assembled through legal immigration, refugee programs, chain migration, and illegal entry—the very “invasion” Bush’s generation of managers refused to name because naming it would have required them to abandon the slogan.

Manly P. Hall, whatever his occult enthusiasms, at least treated religions as historical constructions rather than press releases. He read Islam as a late synthesis: Arabian prophecy laid over Jewish law, Christian eschatology, and older Near Eastern forms, given a new prophet and a new political charter. That is a scholar’s description, not a campaign line. It does not require one to invent Hall as a polemicist he was not. It does require noticing what Bush’s formula cannot: that a faith whose founder was a war-leader, whose later jurisprudence encodes inequality for the unbeliever, and whose modern revivalists keep producing the same pattern of violence is not “peace” merely because a president says so. Hall’s method—compare sources, trace borrowings, refuse the official makeover—exposes the gap between piety as advertised and piety as practiced. Bush’s method was the opposite: declare the conclusion first, then spend a generation at war with the consequences.

The collision of those two habits of mind is not a theological curiosity. It is a lesson in how mediocrity, once installed by name and network, governs. Bush inherited office as the son of a president and the beneficiary of a party that mistook pedigree for judgment. The “religion of peace” line was the product of that inheritance: a low-resolution piety useful for coalition management and moral self-regard, disastrous as a premise for strategy. A country that lets dynastic preferment substitute for seriousness will pay in blood, treasure, and the slow alteration of its own people. Hall’s comparative eye, however imperfect, at least asked what a tradition actually is. Bush asked what it would be convenient to call it. A quarter century later the invoice is still open, and the man who signed the first page is still reciting the same sentence.
