The administration used the interval to build a more durable record under the Trade Act of 1974, documenting practices that distort markets and undercut American workers. Critics will complain of higher costs or strained alliances. Yet the alternative—continued free-riding by partners who tolerate or enable forced labor while flooding U.S. markets—has already extracted its price in hollowed-out industries and eroded sovereignty. Tariffs remain a blunt but legitimate instrument of statecraft when diplomacy and moral suasion have failed to produce reciprocal standards.

There are many levers available to a serious republic determined to defend its interests. Nations that dislike the new schedule of duties retain every incentive to adopt and enforce genuine prohibitions on forced-labor goods, negotiate reciprocal arrangements, or otherwise demonstrate that they no longer treat the American market as an open commons. Those who prefer confrontation over adjustment may discover that trade measures are among the milder options in the toolkit. The message is straightforward: the era of one-sided openness is over. Shape up, or face the consequences of continued imbalance.
