The circulating account holds that the agency’s listed contact is the same person Trine has publicly styled as its director of international graduate student recruitment, and that those payments do not appear in eleven years of the university’s audited financial statements. Whether every dollar traces as alleged, the architecture is plain enough: a private Indiana institution, regionally accredited and therefore useful for visas, paying a foreign middleman to fill master’s seats that double as labor permits. American higher education once recruited the world to sit in American classrooms. This model recruits the world to sit in American payrolls.

That is not a campus. That is a visa pipeline. A university that keeps two faces—one for the hometown undergraduate, one for the federal graduate file—has ceased to be an institution of formation and become a broker of status. The degree is the wrapper; the work authorization is the product. Until Congress and the Departments of Labor and Homeland Security treat the wrapper as incidental and the product as the thing being sold, small schools will keep discovering that the surest path to “growth” is not more American students, but more foreign ones who never needed a campus in the first place.
