The plan’s quiet survival on the agency’s website for years, followed by its later removal, only deepens the sense that contingency planning had already moved well beyond ordinary public-health prudence.

Against this backdrop, Anthony Fauci’s recent appearance before the Senate Homeland Security and Governmental Affairs Committee acquires a sharper significance. Subpoenaed by Chairman Rand Paul, the former NIAID director invoked the Fifth Amendment more than one hundred times, declining to answer questions on the pandemic’s origins, research funding, and the broader federal response. When scientific literature questions the natural pedigree of the successive variants and archival documents reveal plans for mass isolation facilities, silence becomes its own form of testimony. The constitutional privilege against self-incrimination is absolute; yet its repeated exercise by the public face of American pandemic policy leaves the citizenry to weigh the accumulating evidence for itself.
