Whoever Wins AI Wins, Trump Says, Rejecting Another Official Panic

President Trump told reporters Sunday in Doonbeg that the United States is leading China in artificial intelligence and that he intends to keep it that way, because “whoever wins AI wins.” He conceded that some regulation might be warranted, then declined to name a rule, a timetable, or an agency. The remark was not a white paper. It was a recognition that the contest is already a great-power struggle and that the people now demanding a pause are, in his phrase, “negative forces” advertising catastrophes that will not arrive. Guardrails can be fitted later. Second place cannot.

That is the correct order of operations, and it is the one the last generation of official emergencies refused. After governments spent on the order of nine trillion dollars trying to manage the climate, another fortune trying to manage terrorism, and still another trying to manage a novel virus whose laboratory origins they spent years denying, the public has learned what the emergency looks like from the receiving end. The money was real. The promised control was not. What arrived instead was a standing invitation for the same class of experts to declare the next existential crisis and to treat dissent as a security problem. The harsh truth is not that machines might someday outthink us. It is that the people who spent those trillions have exhausted their credit as prophets.

If artificial intelligence is in fact the prize that decides the century, then the United States should treat it as it once treated the atom and the silicon chip: as an instrument of national power, not as a sermon. Regulation that begins from panic will be written by the same institutions that sold climate salvation, the forever war, and the pandemic theater. Regulation that begins from victory will be written after the lead is secure. Trump offered no statute on Sunday because the statute is not the point. The point is whether America still remembers how to win a race that its managers would rather moralize than run. The public, having paid the last three bills, is entitled to ask which of those two courses looks like another psyop, and which looks like a country that intends to remain first.
