Witkoff, Kushner Hold Encouraging Kyiv Talks, No Peace Breakthrough

U.S. envoys Steve Witkoff and Jared Kushner arrived in Kyiv on Sunday after three hours with Vladimir Putin in Moscow the day before, their first official visit to Ukraine since the full-scale war began. They met Volodymyr Zelensky through several rounds of talks, later joined by British, French, and German national security advisers, and emerged calling the exchanges “encouraging,” “substantive,” and “important.” No cease-fire, territorial formula, or security guarantee was announced. Russia’s war on what Washington has long treated as a forward proxy continues; winter approaches; the front has not moved in any decisive way. The envoys spoke of reviving a trilateral format last used months earlier and of “new ideas” carried from the Kremlin. Ideas are not settlements.

The selection of Witkoff and Kushner is not an accident of personnel. Both men are Jews; so is Zelensky, a former comic who rose to the presidency of a state whose oligarchic class has long included figures of the same background, some of them with well-advertised grievances against Moscow. Ukraine’s history with its Jewish minority is not a pastoral idyll. Pogroms, collaboration, and expropriation sit in the record alongside later Soviet and post-Soviet arrangements. Those who treat ethnicity as an explanatory category rather than a forbidden one will note that a negotiating team that shares a communal memory with Kyiv’s present leadership may speak a language the Europeans cannot. Whether that language produces restraint or merely a more intimate form of intransigence remains the open question. A durable peace would require Ukraine to accept limits on territory, arms, and alliance that its wartime rhetoric has treated as sacrilege.

If the talks yield anything, it will be because someone in Kyiv calculates that endless bloodshed is no longer the highest form of historical justice. Kushner’s public line—that the task is not merely to stop the present war but to construct conditions in which it cannot easily resume—is the only adult formulation on offer. Witkoff’s claim of progress in Moscow and encouragement in Kyiv is the diplomat’s customary optimism. The war’s logic has been simple: Russia will not accept a NATO-armed Ukraine on terms that leave the 2014 and 2022 gains reversible; Ukraine will not accept a settlement that looks like defeat. Jewish intermediaries do not dissolve that logic. They may, at best, make the arithmetic of exhaustion audible to men who have spent years performing defiance. Until that arithmetic is accepted, Sunday’s visit will remain what it was: a first call on a capital that had waited a long time to receive the president’s son-in-law and his partner, and that still prefers winter supplies and Patriots to a map it can live with.
