The Trump administration’s expansion of third-country removals has moved from theory to practice with unmistakable clarity. Nearly 2,300 Mexican nationals have been flown not to Mexico but to Guatemala, where they remain only long enough for Mexican authorities to collect them and bus them southward. The arrangement, confirmed by Guatemalan President Bernardo Arévalo, is neither asylum nor resettlement; it is deliberate friction, designed to place distance between the deportee and the northern border he so recently crossed. Mexico objects, as any sovereign would when its citizens are routed through a neighbor rather than returned home. Yet the policy rests on a simple premise long ignored by prior administrations: illegal entry carries consequences, and those consequences need not be convenient for the entrant.

Elsewhere the map of removals has stretched across the Atlantic. Liberia has agreed to receive as many as 1,200 third-country nationals over the coming year—men and women who are not Liberian and, in many cases, not even African. The first flight has already landed. Parallel flights have delivered others to the Central African Republic, a nation of chronic poverty and unresolved conflict. These are not destinations of choice; they are destinations of last resort for individuals whose home countries either refuse them or pose protection obstacles under American court rulings. The point is not hospitality. The point is that the United States will no longer warehouse every illegal entrant indefinitely while lawyers and advocates exhaust every procedural avenue.

Closer to home, the enforcement of the law has recovered its ordinary meaning. On a single flight to Haiti, ICE returned 162 illegal aliens whose records include pedophilia, gang membership, drug trafficking, and violent assault. The Department of Homeland Security made no apology for the passenger list. Temporary Protected Status was always meant to be temporary; its conversion into de-facto permanent residence is now being reversed. A nation that cannot or will not remove criminals who entered unlawfully has ceased to be a nation in any serious sense. These flights restore the distinction between citizen and alien, between legal admission and illegal presence, that progressive dogma spent a decade trying to erase.
